representative  and  due  to  their  experience  will  work  for
            the UN as a consultant.

                   When  a  representative  commits  a  crime  and  is

            proved  guilty,  they  will  be  severely  sanctioned.  The

            candidate  representative  will  have  to  meet  strictly
            formulated  criteria  in  order  to  become  a  representative.

            They will have to have clean past and no records of crime

            or  corruption.  The  president  of  the  UN  Assembly  will  be
            elected by the Assembly delegates.

                   He/she will not have any special authorities and his

            task will be to schedule and preside over meetings.
                   I  propose  a  mandate  of  5  years  for  the  UN

            representatives. Their offices in various committees will be

            re-elected  every  year  to  avoid  inertia,  rootedness  in  the

            post, possibilities for corruption and manipulation.
                   The voting system should exclude the possibility of

            veto because it blocks the will of the majority. If someone

            disagrees, he can vote against but can not block the work

            of  the  system.  Majority  vote  can  often  be  manipulated,
            especially   by    countries    with    large    number     of

            representatives, therefore two-thirds vote is better, but in

            order  to  make  clear  the  positions  for  and  against,  those
