In order to start this, an independent budget is
necessary. For example, each country will introduce VAT
of one percent for this purpose. The UN budget will not
depend on anyone.
The expenditures will be transparent and open to
verification by the media, delegates, auditors or particular
states. (The numbers used in the book are not precise and are
only quoted as examples that should eventually be subjected to
exact analysis.)
The UN Secretary will be elected from the ranks of
the delegates by the Assembly delegates themselves. He
must attend the Assembly meetings. His authority will not
be broad and he will take care of the implementation of
the decisions reached by the Assembly. He will reply the
questions by the delegates.
The World Assembly Statute and Regulations will
be enacted by the delegates, where each country has the
right to make suggestions and propose changes of
statutory regulations by voting. This approach to the UN
reorganization will be great step forward towards
strengthening the whole.
