THE FIRST PHASE of rapprochement and creation
of a whole should be establishment of an Assembly with

representatives from the whole world, who will discuss

and decide all the issues in a democratic way; enact laws;

plan the development of the society as a whole.
There are about two hundred countries in the

whole world, some with very small, some with huge

population.
The interest of all the citizens on this planet should

be taken into account, as well as their desire to participate

in the decision-making process. The suggestions of the
whole population should be presented by their delegates

who will represent their interests.

The delegate system is the best method by which

democracy will be observed. Each country will
democratically elect their popular representatives.

Countries with population of less than five million will have

one representative. Five million more would give the right

for the second representative.
For example, Germany, with 90 million population

will have 18 representatives. Countries with 300 million or

more people will have 60 representatives.
