In its broad meaning, the term state is used to refer to the state
        apparatus.  A  modern  state  significantly  differs  from  the  ancient

        state. Its basic features were established in Western Europe in

        In  the  late  20   century,  the  globalization  of  world  economy,
        people  and  capital  mobility  and  the  increased  number  of
        international institutions, diminished people’s dependence on the

        state.


        However,  the  state  remains  to  be  the  basic  political  unit  in  the
        world.  It  is  the  central  concept  of  the  political  studies  and  its

        definition is still controversial in scientific circles.

        A nation is a stable community of people, formed on the basis of

        a  common  language,  territory,  economic  life,  ethnicity  and
        culture.  The  notion  that  the  power  of  centralized  authority  in

        nation  states  will  inevitably  decline  as  economic  globalization

        accelerates,  to  most  people  seems  both  natural  and  quite
        realistic.


        International  law  defines  sovereign  states  as  having  defined
        territory  and  one  government  and  the  capacity  to  enter  into

        relations with other sovereign states. But the states today have
        fragmented,  divided  and  different  interests  that  cause  conflicts

        and  wars.  If  the  goals  and  interests  are  common  then  social
